Constitution

  1. Name

1.1       The name of the Club shall be Basingstoke Town FC Supporters’ Club, hereinafter referred to as the BTFCSC, and is affiliated to Basingstoke Town Football Club, hereinafter referred to as BTFC.

  1. Membership

2.2       Membership of the Club shall be open to all BTFC supporters.

2.3       Membership Subscription Fees:

Adult (16 and over)                                                £5.00

Junior (15 and under)                                             £5.00

  1. Aims and Objectives

The aims and objectives of the Club shall be:

3.1       To represent and act in the best interests of BTFCSC members.

3.2       To bring Basingstoke Town F.C., the supporters of the club, and the local community closer together in common interests.

3.3       To host social events in an effort to unite all fans of BTFC and create a real community of like-minded supporters.

3.4       To consolidate exiting fund raising ideas with new ideas.

3.5       To continue to organise affordable travel to away fixtures.

  1. Committee

4.1       The Club shall have a committee formed by elected BTFCSC

Members; consisting of the following:

(a)     Chairperson – Co-ordinator

(b)     Secretary – responsible for correspondence and note taking

(c)      Treasurer – responsible for financial control.

(d)     Additional 3 elected committee members and up to 2 co-opted members.

4.2       No member of the Committee will be personally responsible for any expense of the Club.

4.3       The committee will be elected at the Supporters Club Annual General Meeting (AGM), at which all committee seats will become available for re-election by the membership at the AGM.

4.4       Any BTFCSC member can apply to be elected to the committee. Applicants for Chairperson, Secretary and Treasurer must be proposed and seconded by two separate non-related members. Voting shall be by a show of hands and all votes shall be recorded in person.

4.5       The Supporters Club AGM will be held annually within 10 days after the end of our Financial Year detailed below and is open to all BTFC supporters.

4.6       Any Extraordinary General Meeting may be called:

(a)       By the Committee should the business of the club demand it, seven days’ notice to be given.

(b)       If 12 members sign a requisition addressed to the Secretary stating the reason for calling the meeting.

4.7       BTFCSC committee will aim to hold Committee meetings at least once every two months or when deemed necessary by any committee member. Those meetings open to non-committee members will be announced to all BTFCSC members at least one week prior to the agreed date for the meeting.

4.8       Quorum to consist of 5 committee members including Chair or Secretary.

4.9       BTFCSC Members wishing to raise topics for discussions at Committee Meetings are required to submit discussion items, direct to the Supporters Club or to a member of the Committee, no later than 48 hours prior to the meeting.

4.10    All Committee and General Meetings will aim to cover the following topics:

(a)       Treasurers report including Current Bank Balance, Review of Incomings & Outgoings since the last meeting, expected upcoming expenditure and payments.

(b)       Review of Club Correspondence.

(c)        Chairman’s update.

(d)       Upcoming fixtures & events.

4.11    Minutes will be kept of proceedings at all meetings.

4.12    The Committee will, at all times, act in the best interests of the Supporters Club and its members by:

(a)       Canvassing the views of its membership.

(b)       Representing the interests of its membership when dealing with BTFC.

(c)        Organise social events for the enjoyment of its membership.

  1. Sub-committee

5.1       The committee may appoint sub-committees for special purposes and onto the main committee.

5.2       When setting up sub committees the Committee shall determine its terms of reference, compositions and powers.

5.3       Sub-committees shall have a co-ordinator and a recorder.

5.4       Sub-committees shall have the power to co-opt additional persons as and when required.

  1. Annual General meetings (AGM)

6.1    The committee shall convene AGMs not more than 15 months after the previous AGM.

6.2       The committee shall be given not less than 21 days’ notice in writing of the AGM.

6.3       The AGM shall be publicised at least seven days in advance by leaflets, posters and/or website announcements.

6.4       At the AGM the ordinary members shall elect a Committee including a chair, secretary, treasurer and any other honorary officers as the committee will decide

6.5       The chair, officers and honorary officers of the committee shall hold office until the conclusion of the AGM

  1. Rules of Procedure

7.1       QUORUM: a minimum of three committee members shall form a quorum at committee meetings and a minimum of all committee members and five ordinary members shall form a quorum at AGM

7.2       VOTING: every matter, except where this constitution provides otherwise, shall be determined by a majority of members present and voting. In the case of equal votes the chair of the meeting shall have the casting vote.

7.3       MINUTES: a minute of all meetings including sub-committees shall be kept and formally adopted.

  1. Financial

8.1       BTFCSC is a non-profit making organisation.

8.2       All funds drawn on the BTFCSC account must be authorised by committee and all payments must be signed by two of the four signatories.

8.3       The Treasurer will balance the accounts for each meeting, informing all committee members of the account balance.

8.4       For the purposes of the Club Accounts, the Financial Year shall end on 31st May of each year.

  1. Alterations to the constitution

9.1       Any alterations to this constitution shall receive the assent of no less than two-thirds of the members present and voting at an AGM or special meeting. Provided that the secretary has received such notice of any alteration in writing no less than 21 clear days before the meeting at which the alteration is proposed.

  1. Dissolution

10.1    No profit or surplus will be distributed on a winding up or dissolution of BTFCSC. Any income or property remaining will be allocated to clubs or societies with similar objectives, or to a charitable purpose associated with Basingstoke Town Football Club.
